VPN server not working, or how to fix Routing and Remote access service

As everybody knows, system upgrades can from time to time cause more issues that they are supposed to fix. Something similar happened to me after upgrade of my home server from previous Windows 10 to Creators Update. All went good, except... VPN server was not starting any more.

I've checked the services and the Routing and Remote access service was stopped. Manual starting would result into almost immediate automatic stop with generic error:

"The Routing and Access service on Local Computer started and then stopped. Some services stop automatically if they are not in use by other services or programs."

I've checked the event log but the error wasn't any mor specific:

"The Routing and Access service terminated with the following service-specific error: general access denied error"


Restart didn't help. I checked that the VPN server connection exists - and it was gone! So I thought that it just was not migrated and that's the reason for service not to start. However, I Windows quickly showed the error in my thinking - I was unable to create new connection.



I started googling and digging, tried a few possible solutions, and after some time found out that some keys are missing in registry:

  1. Type regedit into start menu and run command to launch Registry Editor.
  2. Navigate to HKLM\SYSTEM\CurrentControlSet\Services\RasMan
    1. Create a new DWORD
    2. Name it SvcHostSplitDisable
    3. Open the new DWORD and set the value to = 1
  3. Navigate to HKLM\SYSTEM\CurrentControlSet\Services\RemoteAccess
    1. Create a new DWORD
    2. Name it SvcHostSplitDisable
    3. Open the new DWORD and set the value to = 1
  4. Service should start automatically again after restart.
